Call to Order & Introductions @ 7:00PM

Guest Speakers: Charlie & Amber Bennett, Bennett Septic Service LLC, Care & Maintenance of Septic and Drain Field

  • Charlie presented typical issues, septic tank pump timeframes, tips & tricks on how to preserve the tank/lines. 
    • Use food coloring in back of toilet to see if your tank is leaking
    • Laundry is the biggest user of water; so if the ground is saturated - best to minimize
    • No feminine products, wipes, or anything other than toilet paper into the drains/toilets
    • Limit chemicals that kill good bacteria
    • Salts - bath, epsom, etc…harden feces and makes it impossible to pump out 
    • Layers in tank - Scum, Clear, Sludge - this is the worst to leave - ensure it's cleaned out entirely.
  • Bennett Septic works with CSWCD on programs for loans up to $45k. Grants have been fully utilized.

    1. Z0004-26 Applicant Brad White, 22333 S Big Cedar Lane, Beavercreek, zoned RRFF5, requesting the renewal of a level 3 home occupation permit. The board and community are in support.  
      1. After we reviewed the land use application, a motion was made by board member Matteo to move in support of the application. This was seconded by board member Hillyard. The community voted thirteen (13) in favor, zero (0) opposed, and zero (0) abstained. The board voted six (6) in favor (Stevens, Buchert, McMurry, Hillyard, Sernach, Matteo), zero (0) opposed, and zero (0) abstained.
    2. Z0009-26 Kari & Ray Jacobs, 22290 S Kamrath Road, Oregon City, zoned RA1, requesting a variance to reduce 30-foot set back to a 20-foot of access easement as it passes the existing home.
      1. After we reviewed the land use application, a motion was made by board member Matteo to move in support of the application. This was seconded by board member McMurry. The community voted fourteen (14) in favor, zero (0) opposed, and zero (0) abstained. The board voted six (6) in favor (Stevens, Buchert, McMurry, Hillyard, Sernach, Matteo), zero (0) opposed, and zero (0) abstained.
    3. Z0052-26 Tyler Winslow, 14783 S Henrici Road, Oregon City, zoned RRFF5, .82 acres, requesting a temporary home for care. 
      1. After we reviewed the land use application, a motion was made by board member Matteo to move in support of the application. This was seconded by board member Sernach. The community voted fourteen (14) in favor, zero (0) opposed, and zero (0) abstained. The board voted six (6) in favor (Stevens, Buchert, McMurry, Hillyard, Sernach, Matteo), zero (0) opposed, and zero (0) abstained.
  3. Land Use Activity/Decisions
    1. Z0312-25: Denied.  Applicant Kalina Kovton, Owner Oleg Yamin, 16777 S Henrici Road, Oregon City, zoned RRFF5, 4.189 acres, requesting a variance.  The Board discussed in December and advised denial to the Planning Department.
    2. Park Place II Subdivision GLUA-24-034/SUB-24-03/GEO-24-07/NROD-24-032, response due to February 23, 2026. The Board responded to the application, and we’re not in favor due to traffic concerns and historic landslides.
    3. Z0015-26 Approved.  Michael and Paula Nelson, 16285 S Buckner Creek Road, Beavercreek, zoned Timber, requesting a property line adjustment, approved subject to conditions.

      1. Hillyard provided general details about the 2 recent accidents on our Beavercreek Road & Kamrath.  We will have Bob Knorr weigh in when he attends our meeting, as he’s in charge of upcoming intersection improvement.

    3. Discussed the PGE Income Qualified Discount program. Demonstrated how it works, and provided links.
